So why go to a judge in Toronto?

I have been following the latest 'scandal' in Ottawa with a certain amount of curiosity. I suppose, for me, the biggest question I have is why on earth would Elections Canada (head office, Ottawa) wishing to obtain a search warrant for Conservative Party Headquarters (also in Ottawa) go down the road to TORONTO to talk to a judge to obtain said document? Is it just me, or doesn't that strike anyone else as a bit strange?
